I think for this construction, the infinitive (either with or without ‘to’) is best. We can optionally add ‘to’ here:

However, there are other ways to phrase it where the gerund with –ing fits.

Here the gerund behaves like a noun. This type of construction may make more sense to you as a learner, but the other kind isn’t wrong.
