หลายครั้งที่ดิฉันเปิด dictionary แล้วเจอ ʃn และ ʃən อยากทราบว่าการออกเสียงต่างกันอย่างไร และมีหลักการอะไรในการทำความเข้าใจว่าคำไหนควรจะเป็น ʃn หรือ ʃən

I assume you mean for suffixes like -tion and -cian (with various spellings) in words like "introduction", "attraction" or "magician". I think you know that in unstressed syllables like these, the vowels in English are usually reduced. But in practice, the degree of reduction (how much it's reduced) can vary according to factors like how carefully or quickly someone is speaking. So, the way it's transcribed can also vary. Personally, I think it's good to have a vowel sound in every syllable (because -tion and similar suffixes definitely form a syllable, even if it's unstressed), so i would prefer to use ʃən. However, the alternative is also possible. Hope that helps!

ขอเสริมอาจารย์คริสค่ะ บางพจนานุกรม ใส่สระค่ะ บางเล่ม ใช้รูปที่ลดไปเลย /ʃn/ เพราะพยางค์นั้นไม่ได้บงเสียงหนัก ดังที่อาจารย์คริสได้อธิบายข้างต้น
ทั้งนี้ ในฐานะนักศึกษาเอกภาษาอังกฤษ นักศึกษาควรอธิบายได้ว่า เพราะเหตุใด /ʃn/ จึงใช้ (unstressed syllable) และหากเขียนเต็ม จะเป็น /ʃən/

Both are correct! If you choose to analyze the -tion sound as /ʃn/, this is what linguists call a "syllabic consonant". There really should be a little bar under the n, in that case. (Possible syllabic consonants in English are l, r, m and n.) Unfortunately, our textbook doesn't spend much time discussing reduced syllables, which is what -tion is.
