I think there must be a misunderstanding na krub. I've looked into the page 5-27 of 14320 Student Manual and found that the key answer of Item 2 Exercise 12 was something like this:
2. The pilot anNOUNCED that passengers keep their SEAT belts fastened.
So, it is quite obvious that for the word "announced" the stress falls on the second syllable while for the compound nound "seat belts" on the first word "seat" na krub. And we can put the sentence into IPA symbols, as follows:

It looks like we have two different versions of the book. Mine is a copy of the third printing from 2016.
However, your explanation supports my assumption that the stress falls on the first word “seat“.
